Patna: With Nitish Kumar back in the NDA fold after a gap of over four years, the state government is once again trying to recreate the magic of 2005 when, following the dramatic collapse of the so-called 'Jungle Raj' under the long 15 years of Lalu-Rabri rule, the new coalition administration of the Bharatiya Janata Party (BJP) and Janata Dal – U tried to set a different tone that signified a fresh air in the state with development and crime control taking the center stage.

Speaking at the 'Bihar IT and ITes Investors Conclave 2017' in Patna on Thursday, Chief Minister Nitish Kumar, borrowing lines from his first term as Bihar's CM under the NDA rule, said that the state government was giving 'top priority status' to the IT sector by making offers to the industrialists that could not refuse.

"We will give first priority to those who invest a minimum of Rs. 5 crore in IT sector in Bihar and employ at least 50 people in the business. I urge the investors to give Bihar a chance, or at least use the state as a business laboratory. I assure you the government will back you in every sense of the word," he said adding the only condition was that the business should be up and running within the next three years.

Kumar offered a slew of incentives including tax break and 100% waiver on stamp duty saying his new industrial policy was highly conducive to the investors who will see a quick return in investment thanks to a very rich pool of knowledgeable professionals in the state.

The Chief Minister said that Rajgir, Bihta, and Patna were ideal for setting up manufacturing plants as these places had the infrastructure in place for any manufacturing venture.

Union Information and Technology Minister Ravi Shankar Prasad, in his speech, said that the Modi government was committed to help Bihar in any way possible and IT was one of the few sectors that could make the state one of the most advanced states in the nation.

He also announced setting up of a cyber security training center in Patna that would provide service and impart education in areas like cyber security, digital forensic science and digital policing.

Deputy Chief Minister Sushil Modi, who also holds the portfolio of the IT Department, was also present at the conclave.
