Causing Traffic Jam could Result in Penalty, Arrest

In its attempt to crackdown on illegal parking, encroachment, and any activity that disrupts the flow of traffic in Patna, the district administration, on Thursday, ordered stiff fines and even jail terms for those breaking the laws.
Senior Superintendent of Police (SSP) Kundan Krishnan, in a directive issued on Thursday, said several areas in the state capital continue to face huge traffic problems due to shops temporarily set up on sidewalks and road dividers. Under the newly passed Bihar Police Act 69, 70, and 72, a person could be fined up to Rs. 10,000.
Those who refused to cooperate with the law enforcement agencies could be fined Rs. 3,000 and a jail term of at least 3 months, the SSP said.
Areas identified as the busy sections of the town prone to severe traffic jam include R-Block, Station Road, Hartali Chowk, Bailey road, GPO, Bakerganj, Kargil Chowk, Hathua Market, Ashok Rajpath, Jagdeo Path, Sri Krishna Puri, Nala Road, Anisabad, among others, Krishnan said.
The SSP, however, failed to talk about the devastating impact on Patna roads caused by the never-ending stream of rally organizers who continue to remain a problem for most officer and school-goers.
"The right to organize rallies is embedded in our constitution. Any attempt to stop it would only result in more protests and road jams," said a Patna University non-teaching staff union leader during the second day of their indefinite strike.
