Chief Minister Nitish Kumar, on Saturday, presented the much-awaited 'report card' of the two years of NDA government in Bihar while also showering people living below the poverty level with many new social programs meant to improve their conditions.
"In two years, crime rate has gone down and people are finally living without the cloud of fear hovering over their heads. The crime stats are there for anyone to check them out," the Chief Minister said at the special press conference convened at the state guest house.
Kumar said that despite the deck stacked against it when it came into power two years ago, the NDA government made law and order its chief priority. Murders, armed robberies, rape, have gone down. The new government passed the unprecedented Police Act to deal with crime situation in Bihar and formed the Special Auxiliary Police (SAP) by recruiting 5,000 retired army jawans in 2006.
"This year 11,500 more retired officials have been hired. Furthermore, the state has already initiated the appointments of 20,000 additional Home Guard jawans, has raised the daily wages of the Home Guard volunteers, strictly implemented speedy trials in special courts, and has cracked down on corrupt officials," the Chief Minister said.
Kumar also talked about bringing the Bhagalpur riot culprits to justice and his attempt to secure compensation package for the Bhagalpur riot victims on the pattern of Sikh riot victim package.
The Chief Minister also presented the government's plan to improve the situation of those living under the poverty level.
Rs. 2,000 for new-born girls in the poor family, Rs. 5,000 for girl's marriage, Rs. 1,500 for poor to build indoor bathrooms, Rs. 10,000 for underprivileged students securing first division in matriculation exams, and free books for poor students were some of the plans that the Chief Minister unveiled on the completion of two years of the NDA government.
Deputy Chief Minister Sushil Kumar Modi, while presenting the report card, said the 'silent revolution' that began two years ago, had not started to show results in the state.
"There are more job and business opportunities in Bihar than ever before. Soon people of Bihar would be able to proudly proclaim that they are Biharis and Bihar would be a success story that would be emulated by other not-so-developed states," Modi said.
Nearly the entire Nitish Cabinet including Energy Minister Vijendra Prasad Yadav, Urban Development Minister Ashwini Kumar Choubey, Art and Culture Minister Janardan Singh Sigriwal, Agriculture Minister Narendra Singh, Water Resources Minister Ramashray Prasad Singh, Road Construction Minister Nand Kishore Yadav, Land Reform Minister Ramnath Thakur, Building Construction Minister Monazir Hasan, Health Minister Chandramohan Rai, PHED Minister Prem Kumar, and Rural Development Minister Baidyanath Prasad Mahto, Chief Secretary A.
