Two Killed in Tender Warfare in Patna

Patna: January 28, 2008

Tender warfare in Bihar on Monday took a deadly turn on Monday when two innocent bystanders were shot dead following a clash between two rival gangs at the office of the Chief Engineer of the Water Resources Department in Patna under Gardanibagh police station.

The victims were identified as Ravi Shankar Pandey, the son of a retired IB official Y. N. Pandey and his friend Gorka.

As reported, Ravi Shankar, after purchasing the tender form for the 20-crore project in Bakhtiarpur for a relative of Prabhunath Singh, Member of Parliament, was standing outside the engineer's office talking to his friend Shashi Ranjan and Gorka when some members of rival tender mafia gangs started to fight with each other.

One of the men involved in the clash was identified as Balwant Singh, a cousin of Dr. Jitendra Kumar of Buddha Hospital in Hanuman Nagar.

As Balwant Singh tried to get in a black Scorpio waiting outside, gang members damaged the rear windshield and pelted the vehicles with stones. Then some men inside the Scorpio opened indiscriminate fire at the mob. Both Ravi Shankar and Gorka were hit by the flying bullets and died on spot.

The police have seized the vehicle and its driver Pankaj along with about half a dozen other unidentified persons.

Meanwhile, raids are being conducted to apprehend Balwant Singh and his goons who managed to slip away taking advantage of the chaos in the area.
