Governor R. S. Gavai, at a function organized at the Sri Krishna Memorial Hall in Patna on Thursday, kicked off the ambitious Mukhyamantri Kanya Suraksha Yojana to provide safety, security, and education to young girls and women of Bihar in what could be his last such public appearance since the announcement of his transfer to Kerala a few days ago.

A visibly emotional Governor who was flanked by his wife Kamala Tai and Deputy Chief Minister Sushil Kumar Modi said the memories of his two-year tenure in Bihar would remain with him forever and despite the sudden announcement of his transfer, people of Bihar, particularly the children, would always occupy a special place in his heart.

The scheme launched jointly by the Bihar Government Social Welfare Department, State Women Development Corporation, and the UTI Asset Management Company, would incur a spending Rs. 140 crore to empower over 7 lakh girls and needy women in the state.

As reported, the state government would invest Rs. 2,000 for the first two girls in a family living under the Below Poverty Level (BPL) and born on or after November 22, 2007.

Modi, in his speech, said under the new scheme, 250 schools would be developed exclusively for the girls in which education would be imparted on the Plus-2 system.

Free text books would be provided up to the 8th grade while a stipend of Rs. 200 per month would be given to the needy widows under a scheme dubbed as Lakshmi Bai Pension Plan, Modi said.

UTI senior managing director U. K. Sinha said the Rs. 2,000 set aside under the Children’s Career Balanced Plan would amount to Rs. 18,000 at the time of its maturation just when the girls turn 18. This money could come very handy in pursuing higher education or start a small business if the girls wished to do so, Sinha said.
