and Rabri’s Khatal (cowshed) that has on today
over 200 bovines face a change because the
priority of the new government is different. I
don’t know if the cowshed came up because of DNA
urge or genuine love of animals, but the
beneficiaries were only the first family of the
state. And for many celebrities visiting the
chief minister got attracted and impressed,
because it was unique fixture of a chief
minister house. It must be only one of its types
in the whole country. And the chief minister
took pride in showing the uniqueness to all the
celebrities visiting them, be it M F Hussein,
Sunil Data, MKA Pataudi, or Rajdeep Sardesia. I
wish the former chief minister helped
establishing one big dairy in each of the
district headquarters with his or her expertise
to provide additional earning to the
under-privileged families in the district.
And now once they vacate the official chief
minister house for which they have already got
two eviction notices, as reported, the cowshed
will be sanitized and converted as a
well-equipped computer center with V-sat and
video conferencing facilities. Engineer-turned
politician chief minister will like to link all
the districts with Internet for regular
discussions with district level officials who
are to execute all the development work that the
new government has promised. For Nitish to move
fast on the development projects, the computer
centre will provide the necessary assistance to
cut down the delays and to remain updated with
the progress on real time basis.
I wish along with this knowledge center the
state’s website would also be updated on date to
day basis. Citizens will know the e-mail
addresses of all ministers and secretaries for
interactions and feedbacks. It will list all the
projects announced and post regularly progress
made. I firmly believe that it is possible to
have Bihar Nirman quickly through the execution
of the projects for Bharat Nirman. The chief
minister and his team will facilitate that. What
more do we want at this stage but the roads,
electricity, drinking water, and telephone for
every village of the state that Bharat Nirman
promises by 2009? Nitish’s computer center in
the today’s Khatal will bring that
transformation for sure.
I suggest engineer CM goes one step further, and
gets a RFID controlled file movement system
installed to enhance the efficiency of the
administration. RFID on each important file can
make it easy for the CM and in turn even the
ministers or secretaries to improve efficiency
and transparency of the administration by
tracing the hold ups.
Can the engineer CM work for some IT initiatives
to eradicate corruptions for which Bihar has
earned a bad name? Can Nitish use his college to
initiate an IT revolution in Bihar? Can Nitish
come out with some expert study on the rivers of
the flood prone North Bihar and go for some long
term schemes to reduce its impact through
barrages and interlinking to use the water for
power generation and irrigation? Will Nitish use
the computer power for regulating the police
activities for providing the services to the
people of Bihar and bring back their confidence
in administration?
Will Nitish avoid the mistakes made by Naidu in
Andhra Pradesh and concentrate on rural Bihar,
as till the time computer serves as tool it
benefits every one, but if get into the system
as craze, it annoys the mass?
And the good news is that Patna is getting a
software park, and BIT, Mesra is setting an
extension center in Patna. I wish they started
their courses from next session itself even if
necessary in rented building. But CM must invite
all the stalwarts of IT sector one by one and
market the cost advantages, such as low salaries
and living cost for their centers in Bihar.

I have just One line to add. "But CM

abundance of skilled youth who would
love to work in the state" -

A
very good and thoughtful article
indeed. If Nitish is successful in
what he is thinking or projecting
that will be a leap forward for
Bihar.
However getting thing done is a much
different problem especially in
Bihar. Also Nitish need to balance
his act.
Important point to note that
removing Khatal is less important
than creating Knowledge center. Of
course Khatal should not be in Chief
Minister's house not in 21st
century.
How about a opening a very big
khatal (dairy center like Amul in
Gujarat) in a rural area and a very
big knowledge center like Bangalore
in Patna.
I know this is a dream but dream
comes true. I am sure it will come
true one day. I think we have tried
all bad solutions. Only good steps

The
biggest difference between The
K(hatal) to K(nowledge) Centre is
that former benefited only a family
and the Knowledge Centre will
benefit whole Bihar. Like this
change, we should (every individual)
should strive to transform most
embarrassing thing to most
prestigious one. Most of the time,
these things like Khatal in CM
house, was portrayed in media as
"Bihar". Hope it will change now. -
