Everybody
wants to live, without fear. Even the jawan
posted at border. He has a wife at his home far
away, a sister to be married, children and old
parent to be taken care of. Still, he performs
his duty, knowing that a bullet from the other
side can come and jeopardize the lives of a
whole family. Every time there is news of a
soldier killed, the families of all the soldiers
pray in anxiety. Why do they let him serve? Why
don't they ask him to do a safer job instead? Is
it because of the money he sends to them? Nah.
No father prefers money to his son's life. Is it
because they are more patriotic than others?
Probably, but not all of them. Why, then? It is
the 'honour' that only a soldier can get.
The same ideology is used by the evil groups to
motivate terrorists and Naxalites. But, only a
soldier who serves for his country and peace
deserves respect. There are charges of
corruption and human rights violation by Army,
which makes us reconsider if they really deserve
such reverence. But, I would assume these cases
are isolated and steps are being taken to avoid
them in future.
The training for Army is different from that
given to para-military forces. Para-military
again, is trained to handle different
situations, as compared to state police.
Interchanging their roles can be hazardous, to
say the least. Para-military can be of help to
the state police only for a short duration, say,
in conducting elections or controlling riots.
But, only state police can maintain law and
order in regular life.
The law and order situation in Bihar is so poor
that the inefficient and corrupt-to-the-core
police force of state cannot handle it. There
are of course, some good and honest police
personnel as well. But they are few. Most of the
policemen have got their jobs through back door.
They too are divided on the basis of
caste/community. Think of a Bihar (and
Jharkhand) police constable, and the image that
comes up in mind is that of a pot-bellied man
keeping his 'lathi' in armpit, rubbing 'khaini'
on his palm, and looking for 'clients' all
around. Three days back, we read the news of
jammed rifles which did not fire while giving
salute, in a state funeral. Why should criminals
fear?
Bringing para-military to the state can check
crime for only a short period in selected belts.
But, more important is to provide better
training, resources, pay-package, vehicles, arms
to the state police. Even after this, if someone
does not perform better, then such personnel
should be fired and fresh recruitments should be
done. This will boost the morale of honest
policemen and more importantly, it will improve
the image of state police among the people.
Again, this needs money and the state is
bankrupt. I really, don't have a quick solution
for the law and order. The title of this article
was only to pull your attention and cheat you. I
can only keep patience with hope.

Hailing from a small City from
Shillong, from Khasi Hills Meghalaya
in the North Eastern State of India,
and presently in the USA, with
humility I would like to make few
suggestions to Hon’ble Mr Nitish
Kumar, the new Chief Minister of
Bihar on how to curb crime in the
State of Bihar.
Firstly, all top Civil and Police
Chiefs such as Chief Secretary,
Director General of Police should be
persons with the HIGHEST LEVEL OF
"INTEGRITY" and to do that should
not be difficult, interviewing all
levels of police personnel from IG
right down to constable on who they
think has the highest respect and
integrity will give one an idea of
who to appoint. Appoint people of
highest Integrity to head all
departments.
As Chief Minister do not live by the
normal outdated rules, meet staff of
all levels, summon staff from remote
areas they will have more to tell of
how the Government needs to
function.
Specifically to bring down crime,
appoint a person of no less than a
Deputy Superintendent of Police to
head EACH POLICE STATION or BEAT and
these should again be officers with
high integrity and from the State
and Central Cadre. Appointing DSP's
at each station would provide a
higher level officer to manager the
Station, supervise the lower level
staff. They will be able to identify
the rotten apples in each Police
Station and to pack them off to
battalions etc.
Get fresh new officers and
constables into ALL Police Stations,
even in our State of Meghalaya there
is a saying that the Government of
Meghalaya would fall if they
transferred certain OC's Officer in
charge of Police Stations. So if the
Chief Minister wants to bring down
crime one has to first clean the
police Stations as seventy percent
of Crime is done with the knowledge
of the local OC's of the respective
Police Stations.
You must sweep the floor
irrespective of the pressure. It
will surprise you to know that most
OC's and Constables of the Police
Stations have never been transferred
for the last 20 years !!!!!. So if
you do that then you will see an
immediate change in the crime graph
in Bihar.
This is just the first of a few
suggestions for Hon'ble Mr Nitish
Kumar, Chief Minster of Bihar.

A very torching note, Kumodji. You
are making readers sentimental,
getting their nerve point. You are
right, no one will prefer money over
their son's life. Life is priceless,
but still I do not think it is
universally valued. I wish we all
can think first for our own life and
then respect others and try to live
peacefully. We can have different
opinions, faiths, and understanding
from our experiences, but after all
is said and done, we all are human
and breathing the same oxygen.
I understand your point that crime
can be controlled only by police and
there are some good honest police
personnel. But the majority is
corrupt and we all know minority has
no voice. I agree that para military
is only a temporary solution. But
maybe it is something we could
explore. I understand there would be
problems inherent in this temporary
solution as well. Maybe we could
have a plan in place for a year or
two. Let's first catch and punish
the criminals no matter what their
level or position. Clean up the dirt
from all over, ministers, MLAs,
small time politicians, and other
big or small criminals including
overhauling police and police
station. Reward the loyal and honest
police who possess integrity and add
new faces to learn under their
tutelage.
Govt keeps saying they do not have
money, but Govt seems to have money
to spend on stupid stuff. Tender is
issued every six month to repair
road, but once it is built, it
should not need any repair at least
for 10 years. So where is this money
coming from? There are so many back
alley/under the table deals going
on. The money spent on fraud should
be the money that goes to direct
services to help the ordinary people
