I
am a scientist (Plant Breeding) in Indian
Council of Agricultural Research (ICAR) System
and have served in ICAR (RC) NEH Region,
Meghalaya for 8 years. I obtained my education
from nursery to PhD from Bihar with
specialization in Agriculture-Plant Breeding.
After 8 years in Meghalaya when I was
transferred to Makka Anusandhan (Maize research)
in Begusarai, I was surprised at the condition
of Bihar.
No electricity even for four-eight days; no
road, no law and order, no faith or trust
between each other.
Moreover, the apartheid policy of the Central
Govt against Bihar reflects in the pace of
development.
You will be surprised to know that since its
establishment 8 years ago, there was not one
scientist appointed in the aforesaid Institute.

I have
had a similar experience after I
went to Rajendra Agriculture
University, PUSA, Bihar for the post
of Biochemist/Biotechnologist in
1997. The once upon a time premiere
agriculture centre looked deserted
and collapsed. But one shouldn't be
surprised since Bihar has seen a
systematic and eventually a complete
erosion of higher education and
therefore any sincerity whatsoever
towards Research Institutes. What is
required is a resurrection of the
"soul" of the state by us, Biharis,
and only then can our homeland rise
like the Phoenix. Only a strong
political will matched by the
motivation and trust of its people
can do this on war footage. -
