Our National Security – Time for Ground Realities

For decades terrorism was confined to our borders - be it the guerilla attacks by ULFA, the separatist movements in Punjab, Maoists seeping through Nepal, LTTE marauding in south or the biggest of them all – relentless infiltration into Kashmir thanks to organized military camps being run in the neighboring country. Kashmir is still considered a cherry on the pie for Pakistan and a fortiori their main agenda, however the focus on Kashmir has shifted to a broader network that ranges across the entire breadth of the country. Insurgency that was once confined to the gates now finds itself lazing around in our bedrooms. March 8th bomb blasts in Varanasi is another grueling reminder of this new terrorist network that has been on the ascendancy for some time now. It also speaks of the government’s callous and inefficient approach in handling this and if the powers at the center do not get their acts right, then such incidents would continue to rip our country to smithereens.

The blasts in Varanasi on the eve of Holi, twin blasts in Delhi right before Diwali point to a merger in ideology that these terrorists have conceived to disrupt communal harmony. But their efforts have taken a huge beating thanks largely to our Muslim brethren of Varanasi who not only condemned the twin blasts but also volunteered to donate blood and extend any help possible to the injured. The recent terrorist attacks at ISc Bangalore, Akshardham temple in Gujarat, the car bombings in Mumbai point to a rapidly growing network that has infiltrated deep into the heart of our country. Only a few days ago a captured terrorist unveiled their nefarious machinations to trigger blasts in Goa in coming months. That followed with bombs found at Byculla train station in Mumbai. Had not been for the timely discovery many lives would have been lost. I am sure most of you would have forgotten similar blasts at a train station in Ahmedabad not so long ago. Their approach is simple – target civilian lives at busy places.

So who is running the show? Only hours within the Varanasi detonations, two terrorist were gun down, one a Lashkar Commander in Lucknow and the other Harkat-ul Jihad al Islami activist (HUJI) from Bangladesh. Why am I not surprised to learn that HUJI and LET are being nurtured arms and money in Pakistan. Why am I not surprised that both have strong ties to Al Qaeda. HUJI operates from Dhaka and Ghulam Yazdani its supreme commander who once lived in Nalgonda in AP now swears its allegiance to the LET. He is the prime suspect in the attack on ISc, Bangalore and Shramjeevi express blasts. The fact that these two terrorist outfits have joined hands for their common cause is bone-chilling.

In spite of their numerous arrests and seizure of their explosives and ammunitions, their numbers continue to swell. It was recently revealed that there is very large terrorists network that has taken hideouts in Delhi to plan these deadly attacks – thanks to an extensive support base they are being provided with.
These jehadis have managed to find local sympathizers who provide shelter to orchestrate these bombings while also extending their hospitality through food, logistics and leaking precious information. SIMI’s (Students Islamic Movement of India) involvement in such activities has long been discovered with their alleged hand in serial train blasts in North India where ammonium nitrate was used. Their alleged hand in supplying the same to LET cannot be ruled out especially when this fertilizer was also used in Varanasi bombings and the train blasts of Shramjeevi and Sabarmati Express.

India is a sovereign state and the government of India is elected to protect civilian interests as much as it is responsible to safeguard its military installations. However, in recent years we have come to realize the meekness that our government has shown for its lack of interest or the will to curb terrorist attacks that has become so frequent that for many it has become a way of life.

The pro-western lobbying by the Congress or Sonia’s ineptitude to reinforce hard-line measures to ward off such terrorist attacks, considering everyone else are stooges in the government ranks, is a worrying concern for all of us. The Congress has been plagued with its own avarice for power and has thus compromised on more pressing agendas such as national security. They have failed to check Bangladeshi refugees from entering India, which serves as a gateway for HUJI activists to sneak into our country with leisure and support. I read somewhere that on a train from Patna one Bangladeshi national Kalim (on his way from West Bengal) was recently caught and on severe interrogation he led police to LET South India commander Abdul Rehman.

Our government is as much to blame as these terrorist outfits. The government’s agenda to promote friendship and peace with Pakistan has backfired. Be it the train services from Thar or the Lahore Amritsar bus service, the government has invariably ensured safe passages for these LET commanders. The government must apply strong pressure on Pakistan to stop aiding and abetting these terrorist camps. Once Pakistan starts showing the results as a gesture of goodwill only then can that country be trusted for any kind of friendship. But for now friendship to them is just a diplomatic leverage that provides them enough leeway to send their recruits and unleash terror. Oh we will do ourselves well to remind that on his recent trip to Pakistan, Bush was extremely irked by Pakistan’s continued role in patronizing Taliban and the Al Qaedas when he was intimated by Hamid Karzai on his unexpected stop in Kabul. Did we not hear Bush’s remarks that India and Pakistan are two different countries justifying why Pakistan cannot be entrusted with any nuclear deal. When a long time ally like US is not willing to trust Pakistan, why should we?

Innocent killing must be stopped now. Human life is too precious to be lost this way. If we can't give life, how come we are entitled to take it? This is not terrorism; this is barbarism. Secondly, those who are doing this are definitely Anti-Indian. They want to spoil the harmony and sense of co-existence that we have in India. When we are talking about becoming the world's fourth largest economy, signing nuclear deal with US, there is a lobby that doesn't want to see us prosper. We have to recognize them.

Hats off Siddharthji for publishing such a row-truth topic. In early 90s I read articles on how Bangladeshis managed to get Residential Certificates by bribing merely 30 rupees in Bihar. The Nepal-Bihar-Bengal border is flooded with Bangladeshis. The recent decision of Bihar Government to allow citizenships to lakhs of Bangla Deshis, definitely raises a question and is bad for over-crowded and denser Bihar. The criteria may suits to pre-1960s Bangladeshis, but in a state like Bihar it is hardly a matter of 100 or 1000 rupees to get the certificate of pre 1960s. - Tarakeswar Dubey - Mar. 15, 2006


My sentiments have been very appropriately and lucidly worded by Shri. Siddharth Verma. Pakistan can not be trusted. There is a big disconnect between the civilian opinion in that country and that of the military establishment and, unfortunately, the latter call the shots. Even when Pakistan had brief spells of democratic governance the leaders became anti-Indian the moment they sat on their thrones. The anti-India card served well to cover up their inefficiency in office, gain cheap support and keep the all powerful Generals happy. It also meant support from countries like China, US and Japan which saw India in a negative light.

General Zia-ul-Huq mixed religion with this anti-India craze to involve the common man in the fight. The mullahs, who were supposed to be preaching all good things, had a new agenda. They started projecting that the Muslims of Kashmir were being oppressed and all must participate to protect their brothers. It went so much into the system that children's course books were also filled with anti-India poison. A generation of India haters were being prepared.

This move was apparently rejected by the Pakistani people who saw through the game. Today when Indians cross the borders they are received with great warmth. Shop keepers reduce prices for Indian guests. Indians are asked to come over for dinner by Pakistani people. The disconnect continues even today. The people are warm while the military establishment schemes against India.

Thankfully the world is waking up now. The Indo-Pak phrase has been shattered. The differences between the two countries have been highlighted by President Bush. The process of rethink which started during the tenure of President Clinton has been bravely carried forward by President Bush. Though there are countries still who would prefer the old equations to continue but the clean Indian record on proliferation and the rise of India economically have prompted the rethink. The world sees opportunities in India today. The world order has shifted. Though very late but these are steps in the right direction.

Even within India a struggle is on to slow down development. Naxals who thrive on the poor and illiterate feel threatened. Your analysis on this issue is also very good. Driven by money and arms from ill-wishers abroad these elements are trying to stop the construction of roads and installation of telephone exchanges/lines in remote areas as such thinks bring in the light of development to these remote, dark areas. These are troubles which this country will have to overcome. The answer to all maladies is development. To annihilate terrorism from its roots, the support base these terrorists enjoy in India needs to be cut off. Additionally the fanatic seeds of hatred that are inculcated in fresh and eager minds in local madarsas needs to be controlled. You talk about Pakistan there are thousands of madarsas breeding in our very own country where the seeds of terrorism are being sown in their curriculum, instead of teaching Quran and its holy gospels. People are being preached that India is their enemy.

The extremists groups in India needs to be dealt with an iron hand. Recently an ancient Lucknow based Islamic seminary issued a fatwa against terrorists targeting places of worship. I tip my hat off to Darul-Ifta Firangai Mahal which came out in public and registered their strong protest. Such acts can set real precedents as a collective measure of reprimand that terrorism deserves.

Even more commendable is the new order that seems to have taken our Hindu and Muslim brethren by storm. Terrorism can have multidimensional sellout agendas but in an Indian context it is a subversive act of killing innocent civilians to incite racial and communal violence that will eventually disturb the peace and harmony of the society in general. The new order seems to be that of restraint; what could have earlier been a case of communal fallout in Varanasi is now a case of strong detest from both the community. That is a serious dent in the aspirations of these terrorist organizations who ultimately failed in their mission.

Now coming to Pakistan issue, the Hizbul chief along with dozen other leaders of militant organizations were arrested in POK. India has sent out a list of 130 such names to be handed over. Now the ball is in Pakistan's court and it remains to be seen if their long known denial in sponsoring terrorism is just a travesty or they mean serious business in rooting out terrorism from their soil. - Siddhartha Verma - Mar. 16, 2006


In the distant past we have seen communal violence flare up in cities and towns of India because beef was found thrown near a temple, a slaughtered pig was thrown near a mosque, girl of one community was teased by the other and other similar reasons. At that time Pakistan was not behind these troubles. Who were then triggering the chain reactions? They were hooligans of either communities who used to start the trouble to create an opportunity to loot with abandon. Such trouble makers will always hang around awaiting an opportunity. It is the society which has to see through their game plan.

As you have pointed out things are looking up. It has taken time but the people of the different communities are now seeing through the filthy game plans of the fanatics and the hooligans. The usual knee jerk violent reactions have given place to cautious restraint. This is great for all right minded people and the fanatics on both sides stand to loose. I only hope the people of this great land unite to run the fanatics and trouble makers out of business. The process has started and I wish it great success. As people become more enlightened and restrained in their reactions, the hate campaign will die out.
