I
still remember 1975 flood, condition and
worsening life in northern parts of Bihar. In
1984, myself had taken shelter at Dighwara
(Saran district) railway station. I can
understand the pain as well fun in the form of
malaise of the victims of swelling rivers (due
to excessive rains). We saw helicopters hovering
in the sky and a few days later bags of food
dropped from the sky. Many of us said "Bhagwaan
sun le le baaran, bada bhookh laagal rahe bada
zor ke". We didn't ask for the caste and ate
food together to see the world another day.
Couple of weeks later receded water brought our
lives back to normal and soon we erased our
agony of life spent at the railway station and
joined the same bandwagon (castes) we belonged
to. In 1986, 1987 and 1989 we faced the similar
situation and then I started living outside
Bihar. In 2002 or 2003 I read one statement for
flood victims in Darbhanga district made by none
other than former Chief Minister Lalu Pd Yadav
“KHOOB KHAAO MACHHLI (Fish), ARREE! EE BAARH
(Flood) KE SAMAY MEIN HI DOOSRE KE TALAAB SE
KOOD KE AA JAATA HAI SADAK PAR FAILE PAANI
(Water) MEIN?” This is just a piece of his
statement in modified form. In 2007 his sudden
sense of conscience has pushed him to do
something for Bihar or something in Bihar. It is
great news for all of us if he and his party
accepts the fact that sitting on hunger strike
won’t solve the crisis. A self-styled Nero in
the form of Lalu Pd Yadav is calling Nitish
Kumar a Nero, a war of word won't solve the
problem of flood.
With constantly changing climatic condition of
the world, is this not our responsibility to
find a permanent solution within our resource
limit?
There are two options (ONLY) available in front
of us
1. People of Bihar cutting across the castes and
party based politics line should develop a
“Great wall of China type” engineering marvel
across the rivers of Bihar.
2. Follow the present trend: leave Bihar and
settle elsewhere in India and abroad and laugh,
cry or “just” write on Bihar.
Choice is in our hand.
Since my childhood I am seeing these political
leaders taking free ride in the sky, enjoying
and enthralling them after watching marooned
flood victims. Is it a “picnic time” in the sky?
Is it essential to provide flood victims every
year the “sky show”? Lalu Yadav, Nitish Kumar,
Ram Vilas Paswan and then Prime Minister of
India Manmohan Singh (and Sonia Gandhi)
‘were/are/will be’ going “flood-watching”. And
then press media will ask them to please spell
out your opinion. The answer will be the same
what “Rickshawalla” can give to the nation. If
one can take a rickshwalla, expert of disaster
management and Prime Minister of India” for
flood watch ride in the sky, all three will have
the same answer - “I am sad to see this”. Since
independence we are listening to the same
answers from the Prime Ministers of India.
Reaching Delhi bring their lives back to normal
with “Biriyani and Chicken Pulao.” We the
marooned Biharis in flooded water deserve this
treatment because we choose our representatives
according to our 'caste awareness program' since
1971 without seeing the merit of endurance and
resolution. We should understand that it is a
kind of punishment for the crime we have
committed in choosing our representatives.
Unless we realize our mistakes we will be
punished either in the form of flood/disaster or
in the form of present leadership and hence no
possible development.
How long will we allow National Geographic or
Discovery Channel to make money showing our
affliction?
It is ironical that those who did nothing for
Bihar in the past 30-50 years of his/her
political careers except painting, erasing and
tearing off the hoardings and banners written in
English in 1974-1977 (during JP movement) as
well as removing slogans like - “Anushashan hi
desh ko mahaan banaata hai" - are sending
sympathies to fool these Biharis again. Fooled
Biharis and their society should see and learn
from the rest of the world. Instead of realizing
the bitter fact the ‘puerile’ people of Bihar
are still waiting to see some miraculous change
in their (bureaucracy and politician) mindset so
that they can be rescued next year and
thereafter.
Alas we (all) would have understood and found
the reason for this perennial problem of flood.
We do job to feed our family till the age of
retirement. But we never learned what the
meaning of community service is. We never
started war against illiteracy and poverty. We
the lazy people of Bihar have done nothing in
the past other than debate and the new-found
form of Power Point presentation, that’s it.
Let's rise above the conflict, understand our
own need and search how can it be done without
receiving donation from World Bank and Japan
Bank of International Promotion. Instead of
looking for investors, invest our energy and
sacrifice for the sake of Bihar. Let's do
business of courage, efficacy and efficiency.
Let's carve out our own niche. We can make Bihar
more vibrant and we can resurrect glorious
Magadh empire from Patna-Nalanda-Vaishali.
Choice is in our hand.

Very
Nice article by Dr. Ranjan. Now the
time has come when all people of
Bihar should get rid of caste
politics and contribute them selves
to the society in whatever from.
Bihar always have been the place of
tradition, religion and
intelligence. Now again good and
literate people are required to come
forward and form a good team and
fight against the bad team. Bihar
has never lacked the potential, but
has always lacked the good
leadership.

make a team of good, literate people
and let good people become more

Sudhirjee, Fool Bihari or Fooled
Bihari? I think the latter is more
appropriate. In an open loop
democracy, the public has no
immediate tool to counter with and
control its elected figures, the
responsibility of political figures
are much more in care taking. If
they do not look and come to help in
uneven situations, what can public
do instantaneously except gaining
improvement in circumventing
difficulties? And to teach lesson in
long run is also not effective. The
common people keep their brain like
a blackboard (Siletia Dimag) for
political affairs. Every politician
understands it, and during election
they come in succession to write and
erase whatever they like. So much
more voting is done in confusion
under different curfews on thoughts
of the voters. So they usually fail
to teach lessons. In nutshell, they
forget their pains of past and
neglects faced so far. Also it's
impossible to fix this problem
totally by making public fully aware
of it. The majority of people in
selection board (Public) in
democratic election is usually
inferior to candidate. Perhaps
that's why people fail to choose the
right candidate. So I think
political figures should comply with
standard norms of the political
responsibilities.
Flood is a chronic problem of Bihar.
It takes many lives every year and
people forget after that. Sky picnic
is essential to remind the public in
the next election about their
concerns. Dead bodies are not going
to vote or affect their election
plan. Reaching Delhi bring their
lives back to normal with “Biriyani
and Chicken Pulao.” It's true as 'Jis
na pair me phatee bebayee wo kaya
jane peera parayee (Only the bearer
best knows where the shoe pinches).
It's complete failure of of planners
that Bihar faces and looses
everything in flood. It seems like
joke that Baandh normally breaks
during flood. Why not they make it
with better technology? Every
government knows that flood will
come but what about its pre
preparation? Nothing.
So if the government likes to get
permanent solution, it needs to
search solutions in technical
framework with a priority.
Regarding caste based anything, the
concept will survive till the caste
survives. The concept of caste in
our country is first personal then
social. The concept is getting
attack from social side and is
recurring again with social face. If
its personal existence is cracked,
it will be expelled out completely.
Until concept of caste exists nobody
can stop its use as a political
tool. I think promoting inter-caste
marriage will be one of the best
steps to take out concept caste from

Dear Dr Sudhir
It was really a very good article on
Bihar - our motherland. There is no
iota of difference in what you think
and million of intelligentsia from
our state think. There is no dearth
of people whose hearts bleed for
Bihar. But when it actually comes to
doing something, there is no one.
This is what the rotten politician
in our state are taking advantage
of. (With due respect to the honest
ones - I do not know whether such a
class exists or not). Whom do we
blame? The debate is endless.
Let us remind ourselves that once it
was the best administered state in
the country. The politicians of the
soil have done a brave work of
making it worse over many decades.
The rot now pervades all spheres of
our life. The time needed to put it
back on track is going to be very
painful and long as well. There is
no magic solution to any problem in
Bihar. It is only the common people
of Bihar who can bring about the
change. This needs awakening,
Renaissance!
There are three kinds of people when
it comes to situation like Bihar.
(Correct me if I am wrong).
1. Faced with difficult times they
try to bring about changes, fight
with the system. Some make
compromises during this journey and
change themselves and stop fighting.
Others (very few though) continue
this fight and bring about the real
change. They are the true leaders of
the society. We do not have one at
the moment in my opinion.
2. Another group knows what they
want in life and what they are not
capable of doing i.e. bring about
the change in the society so they
leave the place in search of greener
pastures. We form this part of the
group.
3. The third group which forms the
majority are very suggestible with a
short term memory and gullible at
the hand of politicians and this is
the one which is always at the
centre of trouble. They are the ones
who need grooming and good political
leadership.
Look at the socio-economic and
political situation of Bihar. Ridden
with utter unemployment, extreme
poverty, highest rate of illiteracy,
very big divide between rich and
poor. Rich have become heartless,
.exploit the poor and treat them as
scum of the earth. (Well not all of
them but they are rarity). The
political parties are proud of their
leaders with a criminal track
record. If you look at all the
elected members of the Assembly -
most of them have got criminal
backgrounds. They are the ones
making legislation for Bihar.
If you say it is the people's fault
because they chose their
representatives, where is a sensible
alternative for them? How can you
then actually blame the people? The
vested politicians have systemically
eroded the conscience of Bihar. It
will take a long time to build it up
and build up Bihar from scratch.
More importantly, it will need son
of the soil who can lead the state
