Urban Development in Bihar

There was a lot of expectation from the present Chief Minister of Bihar. His priorities are reasonable for a geographical piece of land called Bihar. Bihar - for historical reasons - has had not been evolved into a natural state. The most important thing no political thinker or a social scientist wants to confess is that a city alone can bring about social change. A city houses people from all strata of society and breeds everything - from language to social living - to an unified platform.

Bihar has been a geographical existence only. Patna, the capital, had been practically non-accessible by almost half of its people living north of Ganga. Mahatma Gandhi Setu alone changed the demographical setup of Patna. Accessibility to the city has to be given the prime importance if development is to given the priority.

Coming to the investment sector, during last two decades real estate investment has brought most of the personal investment in India. It has gone right from metros to small towns. A person dreams to have a house and expects the house to provide the minimum facility. A house where electricity is there, where he can reach even during mid-night from the railway station, where his children can be educated. In spite of everything no village could provide all such small thing. So every villager dreams to have a small abode in the nearby town. Choice of town depends upon his social status.

It is really painful that only Sahara came up with the idea to develop housing complexes in small towns of Bihar. Having such a potential and graded quantum of investment investors should have lined up.

What could be government's role in this field? The foremost is the mind-set. The politicians' mindset need a little change. First of all identification of land near the existing towns and its acquisition by a Housing Board has to be done. The Housing Board may consist of full time directors from entrepreneurs also besides government officers. The land will be developed by getting sewage, electricity and road connections before selling it to individuals. Let small entrepreneurs be encouraged.

This field/industry has a vast investment potential considering migrant workers desperate to make a house in their home state. The sector involves a huge number of employment potential also-not only in short term but in long term also.
