I have some suggestions as to how to bolster the security.

1. cut down all the trees between the various housing units within the compound. (Improves the line of sight for the security staff so they can observe inmate movement).

2. Strictly enforce all the inmate rules and regulations.

3. Consider monitoring the staff going in and out of the facility to assure that no contraband is taken in or out of the facility.

4. Review and enforce all the rules of conduct for all of the security staff.

5. Justify in detail to higher authority the actual need of additional staff.

6. Do not allow any known gang member to organize in any way and to punish them for doing so, within the guidelines that have been developed by your security services.
