Politicians Finally Waking up to the Need for an IISER

Now the matter of opening of an Indian Institute of Science for Education and Research (IISER) in Bihar is gaining political support. Efforts are on the ways and now political system of Bihar has started to take notice of it. I have been writing to all concerned political VIPs from our state since 2004. Hon'ble MP Sri Ramkirpal Yadav took notice of my application and put the matter in the Parliament. On Nov.27, hon'ble MP Sri Ram Kirpal Yadav placed the matter in Lok Sabha saying in crystal clear tone that central government should open an IISER in Bihar in the next financial year 2007-08. The statement he made on the floor of parliament is as follows:

"Need to set up an Indian Institute of Science for Education and Research (IISER) in Bihar: There is a proposal to set up National Institute of Science (NISC) in different parts of the country through UGC. To avoid regional imbalance in the distribution of higher educational institutes in the country, there is need for establishment of IISER (Indian Institute of Science for Education and Research) in Bihar immediately as Orissa, Kolkata, Pune and Chandigarh have already got IISER/NISC. After bifurcation of Bihar, almost all institutes of excellent education and research went into Jharkhand and thus in the remaining Bihar reestablishment of excellent centres of education and research in science and engineering is urgently needed. Now, it is well known that in Bihar there is not a single institution like IIT (Indian Institute of Technology), IIM (Indian Institute of Management), IIIT (Indian Institute of Information Technology), ISI (Indian Statistical Institute), IIS (Indian Institute of Science), CSIR (Council of Scientific and Industrial Research), DRDO (Defence Research and Development Organisation), Central University or other institutes of National and International repute. Establishment of IISER in Bihar will be a step towards minimization of prevailing regional imbalance in the distribution of educational institutes across the country. My request with the Hon’ble Prime Minister through this House is to allow for establishment of IISER in Bihar in the next financial year 2007-2008" (Source here).

As per telephonic talk with hon'ble MP, reply from the government is still awaiting, however, this is one of the best efforts taken so far for the establishment of IISER in Bihar. It will be not out of place to mention that a few months back Hon'ble minister Sri Ram Vilas Paswan too had promised to bring an IISER in Bihar. The hon'ble union minister S&T Dr. Kapil Sibbal, who also enjoyed membership of the upper house from Bihar, has also replied in positive for opening an IISER in Bihar and the most important thing in this direction is the prescription of hon'ble President in which he has recommended establishment of IISER, IIT like institutes in Bihar. Fortunately, state government is also considering report submitted by core committee members, formed under the BiharBrains, the dream of getting an IISER in near future may become true if the political system from the state works in tune. Very recently there have been announcement that central government is going to open an Indian Institute of Technology (IIT) in Bihar. That’s one of our pending demands and political system from state should not be content with that as IIT will serve as COE in the area of technology. Our state government and other political figures from sate should keep in mind that state needs COE for science education too that can be full filled by establishment of an IISER. I mean to say that there should be no development of thought like that Bihar should stop making demand for IISER as IIT has been given in the name of central institute. Both are different and Bihar is in the urgent need of both. Thus now the ball is in the hands of political system of the state. We are to see how our political VIPs kick it to the goal post.
