Many good schemes such as opening of new educational and research institutes (I mean IISER, NISER) for science to improve the quality of science education and researches in country are being put into practice. Apart from these very big things, there have been initiations of many fellowships for promoting scientific researches in the various universities. In the XI plan UGC has launched a special fellowship schemes to support meritorious students doing doctoral studies in sciences in various universities. The new initiation is called as Research Fellowship in Science for Meritorious Students (RFSMS). Fellowship can be availed by any researchers registered for PhD in science in university with potential for excellence. Unfortunately, no university/ institute from Bihar can provide such opportunity to its researchers. I mean to say, we do not have even a single university or institutes with potency to excel. Again in the loop what came first hen or an egg?

Let us accept that the downhill journey of our educational system has brought the system to stand on the sink. But is there any hope from here for an overhaul?

The improvements in state run universities are essential because major portion of population are getting education here. Of course Super-30 are going away, but rest seventy return to same where level of education, educators and educational environment are put always in question. We must be worried about that.

The state government should make concrete plan to improve higher education system of the state so that prestigious central schemes such as RFSMS becomes tenable.
