IT Policy in Bihar

In a major policy initiative, the Govt of Bihar has floated a draft IT policy

It is a sign of changing times that a state once reviled by all the sundry is taking such far reaching policy initiatives which can have a great impact on the lives of the people. Already known for the excellent quality of its manpower hitherto employed in contributing to the other countries and regions of India, the state was being held back due to issues of political will - at the centre and at the state. It is breaking free from its shackles and moving ahead at a fast pace. This manpower now has a chance to contribute to the welfare of its own state.

Bihar is already one of the very few states of India which allows contract farming. Now this initiative.

According to Navin Kumar, Principal Secretary, IT and Finance, if anyone wishes to make a suggestion on this, he can do so till the end of April. The same would be evaluated and incorporated in the policy.
 

Comments:
I think the devised policy is well conceptualised. We need to encourage the IT biggies to have a look at the policy. The feedback needs to be incorporated and then the policy should be finalised as soon as possible. We need to remember that time is running and time never waits for anyone. I have only few things to mention :

1. Airline connectivity : In case we get proper response from IT companies, do you think the present airport have the capacity to handle additional passengers and landing facility for international airlines? I don't think so. The present airport at Patna is so small and moreover, the runway is not really safe for landing of big Boeings. Few months back I had read a news that space available at Patna airport is not sufficient for any upgradation or upliftment from the present condition and it was said by none other the secretary of civil aviation department, Govt. of India. There is no space for increasing the runway length also. The present airport is in the middle of the city. The govt. should think of a new greenfield airport located atleast 20 kms from city area. I think the GOB make a note of it and start thinking in this direction. Gaya airport is getting a new facelift and I heard that the space is sufficient there to upgrade the airport. The policy should include the requirement of a new greenfield airport if required.

2. Railway connectivity : Bihar has got one of the best railway connectivity as of now. It is worth mentioning the railway connectivity links from all the major cities of India and connectivity between various cities/towns in the state.

3. Sufficient infrastructure : We need to ensure one of the best infrastructure facilities available in the state including law and order scenario then only IT companies would take initiative to announce setting up offices/development centres. We need to work more and more on the law and order issues and encourage the visual media to cover the improvements in the state especially in the field of infrastructure, power scenario and law and order. - Sanjay K.
