Need for a Total Reolution in Bihar

Bihar and Biharis are being bashed for quite sometime now. I remember even in the sixties the then democratically elected governments would shift Civil servants originating from Bihar for Civil servants from another state in India with a view to provide impartiality and honesty in administering. I believe that these qualities are inherent and built over a period of time with experience, not by being born in a particular country or state or a region. Good administration means picking up the right individual who can deliver what he has been assigned to do.

Bihar is a very proud region. It gave the first documented democracy in the world in Vaishali in the time around when Ajatshatru was the ruler. This is a historical fact. Bihar is the region to have given birth of two faiths followed in most parts of the world eg Buddhism and to some extent Jainisim. Even the tenth Guru of the Sikh was born in Bihar. Bihar was the Place from where Gandhijee started his movement fighting for the rights of the Indigo planters of Champaran which eventually became the struggle for an Independent India. Bihar has given great leaders like Late Rajendra Prasad, Jagjiwan Ram, Shi S. K. Sinha and Anugrah Narain Singh only to mention a few. Bihar has given to India the first Chief Justice and many more Chief Justices of India. Bihar has given very efficient Civil servants and Diplomats to this nation.

God had been very kind to Bihar. He gave an agriculturally rich North Bihar and a wealth of mineral resources in the South, but unfortunately Bihar was divided. I feel for the worse and I am sure time will prove me right.

Having said all this we have to work out and work out fast why Bihar is in this present state and what can be done about it. I would love to hear from fellow Biharis on this subject.

I feel that first of all we in Bihar should embark on a war-footing to build the basic infrastructure and the contract and the workforce should come from Bihar, the contract should be given to Biharis and all overseas investors in the corporate sector in Bihar should have Biharis in upper middle and lower management departments as well as in the work force. This will mean Biharis will remain and prosper in Bihar and be respected when they visit other parts of India.

This needs the Loknayak's theory of Total Revolution by which he meant POLITICAL, SOCIAL, and ECONOMIC revolution.
 

Comments:
Bihar needs silent revolution of development in the field of education, agriculture, horticulture, health care and R&D. Building strong Bihar by doing positive work is the need of hour. Think about only development, do only development, help local people as much we can.

Mr Murli Sinha is right in narrating greatness of Bihar in the past. But in today's world Biharis cannot get respect as a group (even though individually some talented ones get the honors) unless the state of Bihar gives a good image into minds of other people outside the state. For this the face of the state needs to be changed. Infrastructure is most important. However, the prescription of reserving everything for Biharis will be retrograde. Today the number of Biharis going out of state for jobs, education and even just for settling down after retirement I presume should be much higher than people from other states coming to Bihar.

Most infrastructure projects take time, but it is necessary for the state Govt to quickly grab some low lying fruits which will yield quick results.

First requirement is power. If setting right generating stations takes time, Govt should take steps to provide generators quickly to public places like bus stations, hospitals, main roads. private businesses running hotels, petrol stations, nursing homes - all must have standby generators. First and foremost some important roads like those in major cities like Patna, Muzaffarpur, Gaya, Bhagalpur and connecting them to major highways like the Golden Quadrilateral and the East-West Corridor should immediatly be completed.

Bihar is an important tourist destination for many religions like Buddhism, Jainism and Sikhism, apart from some Hindu spots as well. These places should present a pleasant experience to visiting tourist in terms of clean neighborhoods, good roads, good hotels and convenient and orderly transport.

A light and sound effect program on Bihar's historical glory and also a video film made on this theme be circulated for promotion.

I wish state of Bihar does things which will make those Biharis proud of their state who live out of the state, radiating their talents in all partf of the country and abroad.

It will also do good to those hard-working sons of the state who are giving fruits of their labor to other states and becoming victims of Raj Thackeray type of people in Maharashtra, Assam, Delhi etc. - Mithilesh Kumar - Feb. 12, 2008
