Charges against Planetarium Official

I recall an old saying of my teacher at Patna Science College about four decades ago that "Nothing can grow in the soil of Bihar". It seems true, how do you expect development of this scam-spotted state when the power holders have corroded the coffers like anything?

Now the time has come to regulate the rule of China for the severe punishment to scamsters. Vigilance and CBI submit reports, even then it becomes cakewalk for them. The recent charges against Mr. Vikash Chandra Kumar, Director Patna Planetarium, is an example in this direction.

I suppose there is deficiency somewhere but it is true that if the ruler is perfect, the administration will be perfect as well and nobody can budge from the normal functioning of the department. You can see how developed US and Canada is there; it would take a long time to reach this stage. China has captured the entire market of the these developed countries. So overall there is fault in the policy and administration as a whole. Rome was not built in a day, there is reason behind it. I suppose it would be dedication, devotion, direction and dictatorial attitude in this direction.
