Intra-departmental Communication in Bihar

What made me write this post is the kind inconvenience we face not only in Bihar but all over India due to lack of proper communication between our government departments. If today some new road is laid down tomorrow either a telephone dept or electricity dept, or networking department will dig that road and lay their cables. There can be many such departments. I think everyone observe this but no one comes with a solution. So, what I am going to do is to propose a solution and invite people for some healthy discussion so that the respected officials can get some idea from here and IMPLEMENT them. It could be an eye opener for the rest of the states in India if Bihar government comes up with such a solution.

The main problem here is that there is no one monitoring these departments that when should they do what. It must not be like that. A monitoring system must exist and there should be some kind of moratorium period for the Locality/Villages/Towns/Districts etc. These can be further categorized.

Now, a possible scenario could be If some new road is going to be laid down after six months then all underground work must be done before that date. If some department fails to meet that then (s)he will have to wait until the moratorium period gets over. To implement this successfully, every dept. must declare about their work with specific date time every year.

This has many pros and cons and I might not have put my idea properly. Thats why I invite you all to come and give your thoughts.

I agree with what the author is proposing. This need controlling committee which should directly monitor the activities of the different departments. This particular committee or controlling body should be vested by powers which are free to take the decisions and execute along with the concerned department to implement the projects or plan in proper manner.

This is good idea as it will have the things done in a proper sequence. This will save time as well which could be consumed in ordered things is disordered. There are some cons to the same solution, like increasing the dependency on the particular project some time lead to the delayed implementation of the same, leading to missing to the required timeline. Every department is different and uses its own procedure to complete the project, has different ways and resources to deal with.

Since talking about the central monitoring committee all it means that even the departments which are concerned or have dependency on each other also need to be aligned in term of their functioning. This is sometime tricky but not impossible. It can be done by the central committee strong enough to gets its order followed. It is better if is directly under the control of Chief Minister Office.

To make this idea success, the dependent departments need to identify and all the dependencies for the project need to be identified in the initial project planning. All these dependency should be communicated well within the time and should be resolved.

The idea of moratorium period will delay the execution of the planned projects. This period should be defined properly to avoid unnecessary delay. - Onkar Nath - May 19, 2008
