Patna: Patna Divisional Commissioner Anand Kishore, who is heading a number of departments due to a severe shortage of competent officials despite a bloated bureaucracy put in place by Chief Minister Nitish Kumar, expressed his shock at the pitiful condition of Bihar's flagship health care center Patna Medical College and Hospital (PMCH) during a formal inspection of the facility on Thursday.
