Just to remind the readers, this so-called door-to-door garbage collection plan was mooted by none other than our very progressive Chief Minister Nitish Kumar when he was first elected to the post in 2005 sending a wave of optimism across the state that Bihar was finally about to come out of the Lalu-Rabri's 'lalten age'. I probably could have found news links going as far back as 2005 but the above list should give you an idea of the state of affairs in our beloved city.

Since 2005, Patna has at least half a dozen mayors and deputy mayors who have exploited the system for their own good by making false promises and just flat-out lies about making Patna a clean city. The Chief Minister, meanwhile, keeps himself occupied with opening new monuments and laying foundation stones across the state for projects that will never see the light of the day at least in our lifetime.

To add insult to the injury, our very 'visionary' Development Commissioner Anand Kishore stays busy holding meetings related to - yup, you got it - making Patna a 'Smart City'.

Speaking of 'Smart City', has the Detailed Project Report (DPR) of the yet another fantasy called Patna Metro Project been passed? It was on April 8 of this year (nearly a month and a half ago) that Bihar Principal Secretary of Housing and Urban Affairs Chaitanya Prasad said that the Patna Metro DPR would be ready within a month

"Once it is ready, it would be sent to the Central government for its approval," Prasad said to which the Chief Minister urged Mishra to help pass the DPR at the earliest so Bihar could move ahead with the plan. (Bihar Government Still Talking about the Mythical Patna Metro DPR).

So question to you, Mr. Prasad, is the Patna Metro DPR ready now that your deadline of one month has passed?

Honestly, these bureaucrats and politicians have taken us Biharis for fools for much too long!

Meanwhile, the new season of the reality show 'Patna Flooded – Season XXXXXV' is about to come out in a couple of months that would be interesting to watch as the Patna Mayor, entire Patna Municipal Corporation (PMC), Members of the Parliament, and the Urban Development Minster will scramble to find excuses for the latest disaster including how the administration has roped in a Kolkata or Delhi firm to free Patna from water-logging and the work will be completed before the arrival of 2019 monsoon.

They will also blame the usage of plastic bags – an excuse as old as Nitish Kumar's other lies – and how the firm they previously tapped failed to live up to its contractual obligations forcing the administration to start the process – from getting a new DPR to issuing a fresh tender to finalizing the name of the firm bidding for the project – all over again.

Yes, in Bihar, it's always the 'Groundhog Day', We all have seen this movie many times before.

At some point, people of Bihar will have to wake up and stop being made fools over and over again, year after year, but that day does not seem to be coming any time soon.
